I have told Count Benckendorff, who raised the question, that Sir J. Jordan had been told some time ago to assume a non-committal attitude, until the view of the Russian Government could be discovered. In order that no doubt should remain in his Excellency's mind, I let him see a copy of my private letter which you will receive by this bag, and I pointed out to him that we had consequently made no representations to the authorities at Peking with a view to obtaining an Imperial edict for the line, and that the Chinese Government have given us no information as to its issue.

Foreign Office, February 2, 1910. HUKUANG loan. Please refer to Mr. Hillier's telegram of yesterday's date. You should consult with the French, American, and German Ministers as to addressing a joint protest to the Wai-wu Pu with regard to the issue of an Imperial. edict encouraging applications from Chinese lenders for the Hupeh sections of the railway, and pointing out to the Chinese Government that this edict directly violates the terms of the preliminary loan agreement.
